The problem is that somehow the Citrix client gets switched to a web client instead of Citrix Receiver.
If you have the user log in and get as far as the page with all the icons.
In the upper right hand corner you will see the user’s name.
Click the name and there should be an option to “Change Citrix Receiver”.
Click to change receiver and you should go to a page that lets you detect Citrix. Let it detect. It will normally say that it is already installed. Click “already installed” and that should take you back to the page with all of the icons.
Click power chart and have the user try to print. The local printers should now be showing up.
